' ■ Consternation has .been 'caused! in. the various State Treasuries , owing to ...the Federal Treasurer (Sir William Lyno) issiiing instructions riot to pay any balances of revenue back to the States for the month of May, or atiy later period, 'until further notice. Sir John Forrest (West Australia, and formerly' Federal Treasurer) raised the question in the Federal House.' lie declared it to be a violation of tho constitution, and an arbitrary illegaiity- calculated to embarrass tho Stato finances. Sir William Lyne,- Fedora] Treasurerj explained that lie had hoped the Surplus Revenue Bill (which gives tho Commonwealth power to appropriate • unexpended balances that now go to the States) would have been passed, but as the Bill was not yet law, the money would be paid in the usual way.
