Sir William Lyne,- Fedora] Treasurerj explained that lie had hoped the Surplus Revenue Bill (which gives tho Commonwealth power to appropriate • unexpended balances that now go to the States) would have been passed, but as the Bill was not yet law, the money would be paid in the usual way.
