It rccommcnds a scbemo of reforms, including tho appointment of an independent Board of Commissioners, a new system of finance, and more businessliko methods of administration in tho States. A very largo proportion of tho complaints are, says tho report, duo to incorrect information and exaggerated misrepresentation of facts.
