The Commission on Congestion in Ireland, which has been sitting for some time under the chairmanship of Lord Dudley (recently appointed Governor-General of tho Commonwealth), has presented its report. : The Commission is hominally unanimous, but there are numerous reservations, especially on the part of Sir Antony MacDonnell (who, it was recently announced, will shortly retire from the permanent Under-Secretaryship of Ireland). Tho report suggests wholesale compulsory acquisition of land for the purpose of migrating tenants of uneconomic holdings to better farms. It advises that tho whole of the counties of Connaughti Donegal, Kerry, possibly Claro, and one-fifth .of Cork be scheduled as a congested district \mder the 'control of a Board, which should possess exclusive control and management of land purchase within the district, where all direct sales from landlord to tenant should bo forbidden. ■ The work of relieving congestion outside this area should he entrusted to the Land Commission and tho Department of Agriculture. , ■ The price payable for land taken compulsorily is to be a sum yielding the landlord his average net profit.
