In a report which ho presented recently to the watch committee, tho chief constable of Hanlcy (Eng.), mentioned that there had been a groat decrease of drunkenness in tho town during the past year. This he believed to be due to the institution of tho "two;housc-a-night " system at music, halls, as'well' as to the increase of theatrical and other entertainments in the district,
