Ho defended tho provision placing tho appointment-of house surgeon and matron in tho hands of the Government, bccntiso he thought that tho Government should, have-more control, aa they contributed £1' for £1 by subsidies. The Chief Inspector and his Assistant would have better moans of becoming acquainted witli tho qualifications of the matron and liouso surgeon. Ho said tho Boards mainly appointed houso surgeons oil testimonials, which was not a. satisfactory way of doing it.
