In the House of Commons tho second reading of a private Bill, the Small Holdings (Scotland), Bill, which is based on tho line 3 of tho English Small Holdings Act of 1907, was opposed by tho Secretary for Scotland (Mr. John Sinclair), and was negatived by 184 votes to 44.
