While tho House of Commons was in committee, voting tho expenses of prosecutions for cattle-driving and unlawful assembly in Ireland, Mr. John llocho, Nationalist member for East Galway, insinuated that Lord Ashtown was implicated in an attempt to manufacture a bogus outrago at Woodlawn for political purposes. Mr. R. R. Cherry, Attorney-General for Ireland, and Mr. Balfour, Leader of tho Opposition, declared that there was not the slightest foundation for this abominablo 'accusation.. Tho debato also doalt with tho paralysis of tho jury system' and tho ordinary laiy in Ireland. \ Tho C.hiof Secretary / for Ireland, Mr. Birrell, admitted the deplorable failure of tho prosecutions for cattlo driving. He remarked of boycotting that ho wished to God 1 it would ceaso, and added that civil proceedings alone • wore of avail —criminal proceedings were un- . likely to be of use. Mr. Balfour insisted that the l prosecutions wero a shiim from beginning to end, adding: " Forco is the only remedy against crime."
