J UN lOtt NATIONAL SCHOLARSHIPS. 1 Section, 74 of the Education Act 1904 provides' for'tlie: granting of riot''/ore;,than. HI •• Junior. National . Scholarships' annually throughout, the -Dominion. Payment js provided for. out.of. the '.Consolidated Fund, but the awarding' of-' thef Scholarships-, is ■ at: present. under the authority of.the District Edu-. cation Boards. The "basis of award-'is'one ister that the total 'net proiits, income, .'aiid Scholarship for .each "600 ft or. part' of, 6000 chiidrpii'.in .average, attendance. ' The tenure of a Junior National Scholarship is for , three years! but' on the ; special, recommendation of any' .Education ■' Board, and.- with, the consent of' the; Minister, this period may be-extended over a fourth year., The annual value, of'this Scholarship..is £10, plus'.the tuition fees, if. any,; with thofurther addition of £30 if -the holder is'obliged' to live away from home to'prosecute Ins or her studios. ' It is specially provided that if, in any education district, the attend,anco. .basis shall entitlo: the. Board ,to award two or more Scholarships annually, not more than one shall be awarded to ! any one school; and further, at. least one. pi the. The Junior Scholarships, awarded by tho Education Boards form the largest proportion of tho Scholarships awarded annually .in the Dominion-. Tho--; .basis of- examination is usually that prescribed for the Junior National Scholarship.- . The exceptions are the Education Boards of, Grey, AVestland.' and Nelson, which havo >a s different-basis of. examination.

Tho -valuo. of this* Soholnrship varies;in different 'districts,"'but generally speaking tho amount is designedly small, to allow of a ivider. distribution of- tho Special Scholarship 'funds lifild by the boards. In practically all cases, a boarding allowance is granted to board scholars, who, are obliged to prssccute thoir studies awav from home. <' •J' - Iu tho Wellington • district tho basis of award-is: (a) schools: averaging 200 or over, (b). schools averaging, from 40 to 200,-and (c) schools averaging 40 ; and. uudor for the year; preceding thp.examination.- ■ : - ; ; - . ' JUNIOR QUEEN'S SCHOLARSHIPS. • Junior Queen's Scholarships aro awarded on the basis of examination for. tho Junior National Scholarships. They aro sis in number, and aro eligible for competition among all children resident within the-Middles University District—which includes Wellington, Hawko's Bay, Taranaki, , Nclsou, ■ i\larlborough, and Westlaiul —.who aro not over 14 years of ago on tho'first day of tho'month in which, tho examination'is held. The tcnuro of the Junior Queen's Scholar-, i ship is for three'years,, and'its-annual valuo, in addition to tho tuition fees, if g any, and a .baahling allowance of £30 if th'o holder is" 1 obliged to live away from home, is £10. At ■iiiio discretion of' the .Victoria College Council, the term' of tho scholarship may bo extended -over an additional year. ..' Not more than two scholarships shall bo awarded in any- ono - year to a particular school, nor niorc than four scholarships to a particular district. 1 . Generally speaking,' it is now impossible for a.siiccossful candidate to hold more than ono scholarship, even although lie.or sb& may liavo qualified in accordance with tho regulations appertaining to caeh of t-lio three ■scholarships. - Tho age-limits of candidates for the scholarships mentioned vary in different districts. For Junior National Scholarships thp age-limit, as tho Act stands .it present,.is 13, but two years ago tho limit was 14,' and this will again obtain after Slay next,, tho amending regulation affecting candidates for 1908 examinations. ' ' . In tho great majority of cases the agelimit is. 14. Throughout the North Isldnd it is uniformly so.' The'limit' varies-.in tbe : .Southern districts, according to tho class of school attended. "In tho North Canterbury district the limit is 13, with a handicap of ono year in favour of candidates from small schools. A somewhat similar' arrangement obtains in'Otago. ' 1 '
