FORTNIGHTLY MEETING. Tho ordinary mooting was hold last night. " riiore wero present:—The Mayor (Mr. T. W. * Flislop), nnd Councillors, Luke, Smith, 0 Dohon, Ballingor, Hales, Fisher, Biss, ( | Fletcher, Hindmarsli, M'Laron, Morrah, Murdoch, and Godbor. REPAYMENT 08 , LOANS. \ Tho Council passed, without discussion; *: the'formal resolutions necessary in connect tion with the- repayment of certain loans. ' ( The first of these was the loan of £100,000 i [or providing a' system of drainage for tho J Melrose district (exclusive of the portion ' thereof described in the first schedule to tiro . Wellington (City) Suburbs Sanitation Act, i 1893), and for constructing private drains [ and house, connections in such district on the deferred payment system. Resolutions wore i passed (a) authorising tho borrowing of tho ] above amount.of £11)0,000; and (b) passing < special order striking special rate of one i penny (Id.) in tho pound on the basis of I the unimproved value. Resolutions were also passed re the paying off the Cemetery Loan of £7500, (a) authorising the borrowing of £6000 to pay off-tho loan; and (b). making special order striking' special rate of l-100d. in thp pound on the unimproved value. ■ Further resolutions woro carried re the' paying off of the loan of £9500 for water-' works and To Aro reclamation, '(a) authorising borrowing of money necessary to pay ' off the loan, and (b) making a special order striking a special rate of 3-250 d. in tho : pound on the unimproved value. : In reply to a question, the ' Mayor ex- '. plained that the rates mentioned were not ] now ones, but w.ere tho old rates revived. REPORTS OF COMMITTEES. ', The Baths and City Reserves Committee recommonded: —That fivo weeks'' leave of absence bo granted to tho Superintendent of Reserves; that the application of Mr. A. E. Atkins for permission to allow his boundary fence to encroach on the Botanical Gardens be granted, provided he removes same within six months, as recommended by tho City Engineer: that the matter "of a surrender of ■ Mr. Pitcher's leaso of Town Belt be left in tho hands of the Baths and City Reserves Committee in order to settle the matter;' that tho Scenery Preservation Society bo given permission to out paths on Town, Belt Sections 56 and 57, provided it arranges for' the necessary permission from the lessee. The Committee reported that it had granted applications for the use of tho Basin Reserve as follow:—Catholic Young Men's Club, evening meeting, Docomber 4; Hospital Sunday Committee, Decomber 8; Wellington- Amateur Athletic Club, evening meeting, December 11; that it had mot the, Committee of the Wellington Lawn Tennis Association on the site that tho Association desires to be formed for tho purposo of tonnis courts, and was having a report prepared by the City Engineer dealing with tho Botanical Gardens sito and other localities as suggested. On the suggestion of Councillor Luke, who moved the adoption of tho regort, the Committoo was invested with power to transfer Mr. Pitcher's lease of tho Town Bolt if it so desired. Tho 'report was then adopted. Tho By-laws and Street- Lighting Committee recommended:—That, one lamp . bo orocted at Plunket Street, Kelburno, as re-, commended by the Electrical Engineer;that. --. tho application of Messrs. Luke and Cooper, for the consent of the Council to tho proposed street off Colombo Street, bo granted, ' conditionally that 1;ho land proposed to bo dodicated at the Adolaide Road frontago be conveyed to the Council free of cost, and on tho conditions laid down by the City Engn neer; that it had further considered the offer of Mrs. Hcaton to contribute to tho cost of, forming a street in continuation of tho west of Hankey Street, but was unanimously of opinion that tho offer should not he entertained. , , ~ ~...„..,.., Tho report was adopted. '■■"•'■'■''•■ Thp Finance and Property Committeo recommended:—That 1500 4in. pipes and 500 6in. pipes, '■ with tho necessary '-fittings; bo" obtained, as' recommended by tho City- Eii-' ' gincor; that Mr. W. Brown, an old Corporation employee, be granted.a compassion- ; ate allowance of 15s. per week for a period of throo years; that Mrs. Quaintance, tho widow of an old ' Corporation employee, bo granted a compassionate allowance of £55; that Mr. F. Pitcher bo offered £250 in full settlement of his claim for land dedicated at Stanley Street; that it had asked the City Engineer to prepare a report on the question of the water supply , system to parts of. Karori recently brought within the. city; that accounts amounting to £13,405 ss. 9d. be passed for payment. Tho Committeo reported that it had accepted the-. tender of Messrs. J. Duthio and Company for tho supply of steel pipes for,the Kelburno Waterworks in tho sum of £270 9s. 2d. Tho Mayor, who moved the adoption of the report, stated, inter alia, ttiat Mrs. Quaintance's late husband had been ■ in cliargo of tho Wainui-o-mata Reservoir for over 27 yoars, arid that ho had been a very faithful servant. Councillor Cohen moved, as ah amondmont, that tho amount of allowanco bo increased to £75. Tho amendment was rejected.Councillor Biss oxpressed the hope that the report on the question of the water supply system to parts of Karori would not take precedence of- tho Wadostown report. The Mayor: Wo shall take care. of that. Councillor Biss: Tho Wadestown pcoploaro becoming impatient. ■ ,- . . The report was then adopted. Tho Legislation and Leaseholds Committeo recommended tjhat tho Council accep't a surrender of Messrs. George and Kersley's leaso of Section 70', Lainbton Reclamation, and grant-a new leaso for tho unoxpired por-. tion of the term, at an .increased*.annual rental of 100 por cent, on the following conditions :—(1) The surrender and new loaso . to take effect from January 1, 1908; (2) tho term of the new lease to be tho iinexpired ' portion of tho term of the surrendered leaso;, (3) tho new leaso to contain a covenant for ' granting renewals in perpetuity at a ground 1 rent valuation for successive periods of four- '• teen years, and to contain tho same coven- • ants, conditions, and provisions (mutatis j mutandis} as aro contained in the Tβ Aro i Reclamation leasos now granted by tho Cor- | poration, with tho exception that there shall i bo no building covenant in the now lease < to bo granted. The roport was adopted.' ; The Outlying Districts Committeo reported i that it had received an offer of a pieco of i land from Mr. G. F. Gee,"to connect the i Queen's Drivo with Buckley Street, and re- 1 commended that the land bo accepted, pro- i vided that ho gives tho land unconditionally. 1 That it had no recommendation to make in ' connection with tho proposal that Thames 1 Street bo continued through to tho Parade, s Island Bay, by acquiring Sections 17 and 30, I Island Bay, in'order to do away with tho i nuisanco caused by overflowing drai.nago lying j on tho abovo sections.' \ " " .' . i In moving tho adoption of tho report, 1 Councillor Morrah stated that definite' replies i had not ypt been received from tho owners i of the sections referred to in Clauso 2. Councillor Hindmarsh was in favour of tho clauso boing referred back to the committee. Tho report was 'adopted. Tho Power Stations. and Tramways Committeo recommended that tenders ho called for the supply of 200 olectric light motors as recommended by tho Electrical Engineer • that tho petition of tho Vogoltown residents for 'tlio extension of tho private lighting mains to their district, at an estimated cost of £260, bo granted; that tho tramway loop' ( at Soagor's Cutting, on theßropklyu line, be ' extended, at an estimated cost of' from £75 ; to £100; that accounts" amounting to £1343 ■■ 10s. 3d. bo passed for paymoiit. said that tenders had been called for th* doviation in Charlotte Street. OTHER BUSINESS. It was resolved that the lowest tender-in order for tho erection of a caretaker's cottage at tho Karori reservoir bo accepted. It was resolved to hold a special meeting of the Council on Friday. December 13, to deal further with the by-laws. On tho motion of the Mayor, the Council approved of tho settlement arrived at in connection with the Bell case, and auuioriscd tho taking of the necessary.steps to give olfect thereto. The Mayor expressed great satisfaction that this troublesome affair was Concluded. . ' ' -.- :: ■ Councillor Carmichael asked how it was that the tram-cars were carrying streamers announcing Hospital Sunday, seeing that t.i?.Labour Day picnic had not been so favourablv treated. „<.- The Mayor said the matter was in accordance with a resolution duly passed, and there had boon no discrimination as suggested between different bodies. On the recommendation of the City Engineer, it was decided that, in cases where persons wished to have the footpaths in front of their properties entirely flagged and parti" asphalted, an allowance should bo made h tho Council. ■ ■
