A BEGINNING ON RIGHT LINES. BY TELEGRAPH-PRESS ASSOCIATION-COPTRIGST. London, November 21. Sir Chns. P. Lucas, formerly one of tho assistant imdor-secretarios to tho Colonial Oflico, who was lately knighted aftor being promoted to. the chargo of tho Dominion Department under Lord Elgin's rc-nrrange-mont of tho Oflico, was entertained at a banquet at the Grand Hotel by tho West Indian Club. Tho High Commissioner for Now Zealand (the Hon. W. P. iteoves), Captain Collins, tho Commonwealth representative, and Sir It. .Solomon, representing tho Transvaal wore called upon to respond to the toast "Tho Self-Govcrning Colonies." In tho course of his speech Captain Collins romnrkod that Mr. Lucas's appointment had initiated a now departure Ho added: "Though it is only a small boginning, it indicates the road we shall travel in tho future."
