The Board of Trade has issued a notice to tho effect thnt after January 1 foreign seamen will bo unahlo to engage for British skips trading in European waters unless they have enough knowledge of English to under stand orders givon in English. Tho order chiefly affects Italians, Portu guose, Spaniards, and Grcoks.
