Presidout Roosevelt, in a letter to the Secretary of 'tho Treasury, Mr. Cortolyou, appeals to the people to let business take its natural coarse, which will not involve a particle of risk to banks and trust companies. He points out that crops are good, and, with business conditions sound, prosperity will be abounding. Ho urges tho ceasing of tho practice of hoarding up money. The President announcos that tho leaders of Congress rvTO considering a currency measure to permanently meet tho needs of the situation. It is oxpected to pnse early in tho session, which will open in a fortnight. London, November 19. Tho "Standard" says .that Mr. Cortelyou's plan, bnckod by President Roosovclt's letter, has cased the New York market, and further confidence is shown.
