Lioutonant Ullmo admits that ho asked Gorminy to pay 950,000 francs for plans of tho defence' of Toulon Harbour, but was informed that the price asked was too much, as tho plans were only of secondary important. (Roc. Not. 17, 4.25 p.m.) Paris, November 16. - Lieutenant Ullmo attributes his downfall to opium smoking.
Lieutenant Ullmo was arrested on a charge of. offering to 801 l tho French naval signal code and the cypher key. Tho arrest led to tho discovery of an international espionage agency, and the arrest of soveral civilians.
