PRESS OPINIONS ON MR. BALFOUR'S SPEECH.

"The Times" says: "Mr. Balfour has placed Tariff Reform and tho Colonial Conferenco in the party's programme" "The Globo" states: "Mr. Balfour has cast aside hair-splitting nicotics, and has gained definite acceptance by nine-tenths of tho Unionist party." "Tho Westminster Gazette" oonsiders tho speech indefinite. MR. CHAMBERLAIN DELIGHTED. (Rec. Nov. 17, 4.9 p.m.) London, November 17. Mr. Balfour conversed with Mr. Chamberlain for an hour. Mr. Chamberlain stated that he was delighted with Mr. Balfour's speech, and gratified'at the success of the Unionist Conference. They, also dismissed tho party's plans. Tho Unionist Conference unanimously carried a motion, thanking Mr. Balfour fbr his speech, and assuring him of their enthusiastic support of tho policy ho unfolded. WOMEN'S RIGHTS. The Conference, by a majority, approved of giving tho parliamentary voto to women, also making them eligible to register their votes for the county and district Parish Councils. GOVERNMENT POLICY CONDEMNED. By a largo majority tho action of tho Government in placing contracts abroad was condemned. A motion was also carried against the abolition of tho coal export tax. , The "Spectator" declares that Mr. Balfour's speech was intended to keep things on tho simmor, and no more. '
