Nov. 14, 10.13 p.m.) I ' London) November 14. 1 The dispatch sent under date September- 21 by Lord Elgin, Secretary of Stato for tho Colonies, to colonial Governors, describing the reorganisation of the Colonial Office in accordance with promises made by Lord' Elgin at the Imperial Conference, has beon published. Lord Elgin stated in the Hou'sb of Lords Inst August that the Government proposed to divide the ColoniaL' l O/Bce;.,int<j;,.-,thrpe,.;doM,i;t!nQnts. Tho first would bo termed "The Dominion Department," and would deal exclusively with business" pertaining to 1 tho self-governing colonies. The second - would bo called " The Colonial Department,". and would deal with the Crown Colonies. Tho third branch would be a " General Department."
