PUBLIC SERVICE CLASSIFICATION.
. .The Public Service Classification Bill was introduced last night. It provides for tho classification of those branches of tho Civil Sorvico not, at present classified. It provides for a Public Sorvico Classification Board, consisting of a Minister of the Crown and officers of tho First Division not oxceoding ten in number. The Board shall classify the positions in the service, together with tho maximum and minimum salaries and the increments of such salaries. Provision is mado for appeals against and revision of tho classifications. No reduction of salaries shall tako place as the result of such classification and appointments made after classification shall boat tho minimum salary attached to tho position. Except'where otherwise expressly provided, tho Bill does not apply to the following persons or to tho offices hold bv them:—Ministers of the Crown, Judges of the Supreme. Court or Court of Arbitration, any person whose salary is permanently appropriated by any Act, any person employed in tho naval or military defenco forces, any person employed in the police force, any officer of either House of Parliament, any person temporarily employed in.tho public service. It is provided that travelling allowances may bo paid to officers at rates prescribed by regulations, but such rates shall not exceed — (a.)-In the caso of officers whose salaries aro not less than- £500, fifteen shillings a day. (b.) In the caso of officers whoso salaries aro less than £'50U but not less than £300, twolvo shillings and sixpeuco a day; (c.) In tho case of all other officers, ton shillings a day. Such allowances shall bo in addition to the actual cost of horse-hire, and of railway, steamer, coach, cab, and other fares. No travelling allowance shall be paid to any officer oxcept for tho periods during which ho is absont from his headquarters in the discharge of his duties.'' , ■ • . " ■ All porsons who havo been continuously employed for five years in a Department shall be regarded as pofinanout officers. No person temporarily employed after the passing of tho -Act, and who is disqualified for permanent '■ 'employment, shall be continuously employed for more than six* months at a time, nor shall ho bo temporarily reappointed within six months after ceasing/to be employed "therein. Tho salary of thoClork to tho'Houso of Jlopresentativesis increased, to' £G5(),- and .that of. the Clerk Assistant to £450.
All positions shall, bo classified into fourdivisions. The first division consists of heads of departments, the second division shall includo all other positions carrying a maximum salary of £500 or more (except thoso which tho Board considers to bo more suitably classified under the.third division)-. '. Tho third division (tho only one in regard to which details of salaries aro given) shall lip as classified by tho Board in. accordance with tho following schemo:—Class I.—Minimum, £470; maximum, £500; two annual increments of £15... Class 2.—Minimum, £420; maximum, £450; two annual increments of £15. Class' 3.—Minimum, £3G5,; maximum, £400; two annual increments of £10, and ono of £15. Class 4.—Minimum, £315; maximum', £350; two annual increments of £10, and ono of £15. Class 5. — Minimum, £205; maximum, £300; ono annual increment of £15, and two of £10. Class 6.—Minimum, £210; maximum, £250; four annual increments of £10. Class 7;— Minimum, £170; maximum, £200; thrco annual increments of £10. Class B.—Minimum, £40; maximum, £160; one annual increment of £30, and six of. £15. , ; Tho fourth division shall consist of positions carrying Jess, than £500 and which tho Board does not consider suitable for inclusion in tho third division.
