Sir Wilfrid Laurier, Premier of Canada, in a message asking the Britisli. Ambassador at Tokio to convey to the Mikado Canada's sincere regret for the Vancouver'disturbances; and her, assurance that tho utmost efforts will be made to prevent a recurrence, mentioned the' existcnco amongst the people of the Pacific coast of strong racial prejudices, which, though greatly to be regretted, must bo taken into consideration by all who desire to cultivato the best relations between Canada and the Orient. Tho Mikado has sent a cordial reply.
