THE ENDOWMENT BILL.
. The NationarEndowment Bill was iep"rtcd by tho Lands Committee to tho House of .Representatives yesterday afternoon. The Bill has been de-scheduled by tho Committee. Clause 12, which was framed to enable tho Government to issue and apply money for roads, bridges, etc., in accordance with tho provisions of Sectioaus 73 to 75 of tho Local Bodies Loans Act, 1901, lias been amended by tho Committee by a new sub-clauso as follows"All sums expended under the authority of this section, together with interest thereon at a rate not exceeding four and a lielf per cent, per annum shall bo a first charge on tho National Endowment Account and shall bo payable' out of that account notwithstanding anything hereinbefore contained^" Dr. Frank Wallace Mackenzie, of Wellington, is again petitioning Parliament regarding a grievance he has through being gazetted out of the Volunteer Force. In concluding liis petition he states that he left his homo and his work to serve his country in the field (South Africa) and won the respect of every man . who came under his care, but has been treated shabbily by those who remained at home. He thorefore prays that inquiry will be made into tho true reason for liis dismissal from tho Volunteer force and into the charges made by Major Andrew secretly to Major-General Babington. .
