Liebaert, Belgian Minister for Finance, states that 'the Congo Free'' State v Parliamentary Commission has amphasised the imposibility of tho Congo raising forty millions sterling needed for - development unless Belgium is ablo'. to -guaranteo the-loans.' Tho Commission thereupon agreed to give Par-liament-direct control of largo loans and power to veto minor loans. London, October 15. Renter reports that Dustins, Brussels builders, are suing the Crown Domain of the Congo.for £200,000 damages, on the groundthat they wero commissioned to build a Congo museum, an Overseas musoum, and other buildings at Laeken and Ostcnd, and one connected with the Royal Palaco. Tho Belgian Chamber having declined to grant nionoys for tho purpose, the work was suddenly stopped. The party in England which is endeavour-ing-to put a stop-to atrocities in tho Congo Free State, recently complained that, under the schcmc of annexation by Belgium, King Leo pohl was intriguing to retain financial control
