ROWING.
ANNUAL MEETING OF THE NEW ZEALAND A.R.A. Tho New Zealand Amateur Rowing Association held its twentieth annual meeting of delegates on Monday night. Mr. G. F. C.Campbell presided. Tho annual report and balance-sheet were adopted on the r.iotion of the Chairman, seconded by Mr. M'Villy. In reference to the suspension of tho Auckland Association, tho Chairman said the Association had not gono beyond its powers in taking this extreme step. Every endeavour had previously been made to overcome tho difficulty. The following officers were elected: — President, Mr. C. J. Wray (Wanganui); vice-presidents, Messrs. H. A. Marrincr (Auckland) and J. R. Lanaize (Hawke's Bay); Council, Messrs R. W. M'Villy, R. M. Isaacs, W. Coffey, G. Lauchlan, E. E. Hammond, J. G. Widdop, and F. E. Morton; secre-' tary and treasurer, Mr. A. D. Bayfield (re-elected). Throe new rules, of which notice had been given by,tho Canterbury Rowing Association, were adopted in tho following amended form: — I.' The names of judge or judges, umpire or umpires, and starter for alt regattas other than the championship regatta,'must bo submitted to and approved of by the local Association under whoso jurisdiction tho regatta is held. ■ 2. At tho conclusion of the regatta it shall bo the duty of the regatta secrotary to secure from tho umpiro or umpires a signed statement;- jertifyhig that there havo been no disqualifications. The said signed statement shall be placed beforo the Regatta Committee at its first subsequent meeting, and shall ho tho authority to pay the prize money. A regatta committee paying prize money before receiving the official statement shall do so at its jovrn risk. ' .• 3. Any. crow not having been started in a raco shall not take part in that race, nor in any way interfere with, that raco, undor a penalty not exceeding £2, tho, amount to bo paid by tho club whoso representatives have infringed this rule. . . The Southland and Otago delegates voted against No. 2 of the above proposals. The Council had given notioo to ariiend Rule' 3 (which prescribes the constitution of tho' Council) by adding the words "provided that no Association shall bo entitled to exorcise more than five votes." Mr. W. Coffey (Canterbury) objected to this proposal, and stated-that it was aimed at tho. Canterbury Rowing Association, which had.seven votes. He claimed that Canterbury was entitled to its extra voting power, as it-contri-buted twenty-fivo per cent, to the' income of the' Association, paying capitation on a membership of 761.' If the resolution'was carriod it would then be proper to ask for the establishment of a maximum subscription., He challenged anyono to show that the Canterbury Rowing Association had abused its powor.in the Council. Ho contended that tho amendment .would be detrimental to rowing m New Zealand as a' wholo. .
Tho motion was carried. on tho casting vote of tho Chairman. The voting was:—For: Marlborough Wang'auui, Wellington, Otago.' . Against: Auckland,. Hawkes Bay,' Southland, Canterbury. : ■ ' The Chairman, said ho could not accept a motion by Mr. Coffey to limit tho subscription. ■ ' Rule 18 was amended so as to direct tho Association to present tho winning crews in championship ovonts with caps and cap badges and coat badges. Tho word ''cap ". was-inserted beforo tho word "badgo" in Rule 19.' \ . Rulo 7' was rtriicndcd to provido that in elections of mombers of tho Council those nominated in writing before the prescribed date shall bo elected, and if an insufficient number have been nominated,, others-may bo elected at tho annual mooting... ■..._■• In regard to tho suspension of tho Auckland Association, which has- since been removed, Mr. M'Villy explained that this step was taken by the Council on the ground that, tho Auckland Association had not acted fairly towards tho Waitemata Boating Club, and liad suppressed its appeal to tho Council. , . . Mr. F. E: Morton (Auckland) defended the action of tho Auckland Association. ... Tho Auckland, Hawkes- Bay, Marlborough, and- Wanganui Rowing Associations wero candidates for -tho hold-' ing of the championships for the forthcoming season. The result of a ballot was that Napior was chosen as the locale of the championship meeting. Alexander M'Donald (Otago) was reinstated as an amateur oarsman. Ralph Donkin, Thomas Dunlop, James Dunlop, and David Dunlop (Auckland) also applied for reinstatement. It was resolved to grant the applications subject to the Council boi'ng satisfied on enquiry' that tho men broke their amateur status unwittingly.. Tho promoters of the proposed federation of sports governing bodies wrote asking the Association to send two delegates to a conference at Christchurch. Tho niattor was roferred to tho Council with pow,er to act. ' • Mr. M'Villj, in proposing a vote of thanks to the Chairman, expressed high appreciation of his services to the Association, and regret that he- was about to cease to bq an active member. This was seconded by Mr. Coffoy, and carried unanimously.
