Mr. A. T. on Friday afternoon, explained that when the Otaki and Porirua Empowering Bill was under (consideration a week or two , ago ho had remarked that at tho To Auto School the Church resented interference by the Government in any way with regard to subjects taught in tho school, and nioro particularly in" technical subjects. He now wished to say that since those remarks woro made liis attention had been called to tho report of tho Royal Commission which had sat at To Auto and Wanganui, and ho found therein correspondence between the Government and the Trustees, in which tho latter again and again had expressed their appreciation of the offorts and suggestions' of tho Department and a roadiness to avail themselves of technical education. In making his statement h'6,' had overlooked tbo fact that tho cor-; respondence bad existed, and his re-; marks had not been correct. He gave this explanation, because it was duo to tho Church authorities. The Attorney-General has introduced a Bill of two operative clauses to amend tho Bills of Exchange Act, 18S3. "All cheques and bank drafts 1 in the '■ possession of the banker on whom they are drawn, and all bills of exchange or promissory notes in the possession of a banker and made payable at his bank, may.be destroyed by • such-banker after tho expiration., of ten,years from the date thereof in the case of documents payablo on demand, or from the duo date thereof in the case 'of all other documents." The other clause provides that when the ampun± of- any bill of exchange, promissory note, or cheque has been fraudulently altered, and was in tho first place so drawn as to offer, unusual or unreasonable facilities for such alteration, tho person so drawing;or making tho same,' or accepting-or endorsing it beforo the. alteration is mado, shall be .estopped from alleging the alteration against' subsequent holders of the document who have dealt with ' it-in good faith.
