Postal Concessions.
CAME IN FORCE YESTERDAY.
; Several new and important alterations in the 1 postal rates, agreed upon at the Postal Convention held at Home last year, cauie,into operation yesterday. The charge on a letter lo the United Kingdom and any British possession is now Id. per ounoe or a fraction thereof, instead of the same charge for a half-ounce as heretofore. Hitherto 2-} d. lias I'cen charged per' half-ounce to all countries other than British posses-, sions, now it will-only.-bo 2Jd. for the first ounce, and 1-Sd. for each 'ithcr ounce or a fraction of an ounce. Reply-paid Letters.'
• As a means of enabling,the sender cf a letter addressed to a place ••!>road to prepay a reply, the Department will presently issue reply coupons on payment of a fee of. 3d. 'Iheso coupons may be exchanged for .I,postage-stamp of the value of 2-ld. :n any country which adopts' the scheme. They will be availablo on loceipt of a supply from the International Office, Borne. , The list of countries they may be sent to will be published later. Pfisicarcis. Post-cards, if not bearing any communication of the nature of a letter, may now bo sent at printed paper rates. Written communications aio permitted on tho left-hand half of the address sido of all post-cards, whether picture-car.ds or not. Tho postage stamps should be placed in tho. upper right-hand corner of the address side. Engravings, or photo-, graphs on thin paper may bo affixed to post-cards provided that they are Gntireiy adherent, and tho sender i:iay also affix a gummed label (not txceeding j}in. by 2in.) giving his own name and address,'and not only a label with tho name and address of the person for whom tho card is intended. The addition in manuscript to Christmas and Now Year cards of expressions of good wishes, compliments, etc., limited to five words, will not debar thorn from tiansmissiou at tho printed-mattcr rate. As before, post-cards may not exceed in size s}in. by 3}in., but hereafter .■ they must not be smaller than din. by 2Jin. Tubes of scrum and pathological specimens may now bo sent through the post if rendered innocuous by their mode of preparation and packing.
BENEVOLENT TRUSTEES,
Tho weekly meeting of the Trustees was held m tho Board Koom, Mercer btrcet, yesterday afternoon, there being E nt \7 Sc \ Iflr ' A - Erans (Chairman), Mis. Darvall, Messrs. George wi T' P ook ' D - Kobertsou, J. Wakohum, and A. W. Hogg, M.H.R. , r ' o were road and confirmed. „p 1' i- i raised th equestion of dentistry for the necessitous poor. Ho referred to somo of tho inmates of the Homo, wlioso. teeth were in such a bad condition as to make it impossible for them to nasticate their food, and consequently a "slop" diet had to be adopted. Ho. thought that the matter worthy Oi consideration. The Chairman remarked that the matter had been previously before the .Trustees, and ho understood that the dentists of the City had intended' to approach the Board with regard to 1 it.

The Secretary's report flowed that & males and 29 females were at present in the Home, Several applications i°r relief were dealt witb, and the .proceedings then terminated;
THE NAVY'LEACUE.
The first meeting of the tew com-; mittee of the Wellington Branch of the ; Aavy League was held in the Chamber ot Commerce yesterday afternoon. Mr. J-. W. Butt occupied the chair, and i there: were also, present:—Cap tarns Thomas and Jones, Messrs. R. DarroSj, M Kellar, Howell, Richmond, Le Grove, Lamg-Meason, and Palmer.. The secretary reported that a large number of magazines had been donated to the league for use by the cadets i on the training sliip. Amokura. file headmaster' of the Kilbirnie •school wrote asking that that school 'should be enrolled as one af the subbranches. It was dccided to complv with the request. It was resolved to approve of thv amalgamation of the women's section of the league with the men's branch. -Reporting in reference to the Trafal. gar Day celebrations, the : secretary stated that he had been promised help by the officers and men of H.M.S. Challenger. It was decided to approach the wty Council with a view to obtaining ' . u ? c , the Town Hall for the evening of the 21st. It was also stated that Captain Hooper, of the Amokura, had bean approached with tli6 object of obtaining the co-operation of the boys on the training ship. The position as regards the trouble at headquarters was fully discussed, and at' was decided to inform the head branch that the-lpcal league supports ' the, main committee in the position • that had -been taken up. It was : reported that a shipment of 500 copies of the.latest edition of "The British Navy—Past and Present," had arrived and would be distributed among school members who have not received copies. ■
