BELLIGERENTS' CLAIMS ON NEUTRALS. AGAINST THE PRIZE COURT. By Telegraph—Association—Copyright. Tho Hague, September 30. ' Tho third committee at The Hague Conference has approved of a convention dealing with tlio rights and duties 'of neutrals during maritime war. The convention provides that belligerent warships cannot re-victual lit neutral ports, except to eompleto their normal supplies in time of peace, and can only obtain sufficient fuel to-enable them to reach the nearest port of their own country. Germany and Russia oppose the proposal that tho duration of a warship's stay in port should bo limited to twenty-four hours. Ixwicn, September 30.
