The. majority of tho Witwatersrand Water Board, representing £50,000,000 of capital; protested against the action of tho Botha' Government in appointing Mr. Purchase, until lately a Legislative Councillor, Chairman' of the Board, contrary to the desiro of tho inombers of ,thc Board. Tlio members protesting describo tho Government's action as arbitrary and discourteous. A minority of members, hsprcscnting £27,000,000 of capital declines to support the protest. ■ ,
Pemior Botha has been accused of "packing tho Legislative Council by renlacing with his nominees two members who were given ' lucrative, posts, thereby consolidating tho Government's position in tho Upper a§ well as the Lower House."
