Challenge Refused.

AMERICA CUP: TRUST CONDITIONS AND NEW RULES. By Telegraph.—Association-Copyright. London, September 26. The Now York Yacht Club has declined Sir Thomas Lipton's challongo for the America Cup, on tho ground that any proposal to limit tho size of the competing boats would constitute a violation of tho terms of the America Cup Trust. However, tho club is prepared to-accept a challenge on tlio old lines.

Sir Thomas Lipton is extremely disappointed, since he challenged under the universal rule . which American yachtsmen established, and under which they, as experienced builders of a particular type of boat, would have had a great advantage over inexperiouced British builders.

In announcing that' Sir Thomas Lipton is " willing to challenge under the new American rule of racing, .which is not greatly different from the .international rule," the "Manchester Guardian" remarked:, "At first sight it is not easy to see what advantage he hopes to gain from this, because the American rule is very largely Mr. Herreshoff's, own." . The "Guardian" is clearly of opinion that the American designer would have the advantage, under tho American rule, over the English designer, Mr. Fife. In further support of its argument the paper says: "Mr. Herreshoff has .built a number of. fast boats to that, notably the schooner Queen, which this year has carried everything before it in America. This vessel is.evidently, able to ; lose Ingomar if she likes, and 1 through Ingomar Mr. Herreshoff has a fairly good line as to what we are able to: do here. The tinkering of Ingomar cannot be looked upon as anything less than valuable experience for Mr. Herreshoff. That ho lias our measure pretty accurately the successes of tile Queen go to show." Evidently,- the last thing expected in England was that tho American rulo would bo objected to in New York. A CRITICISM.
