Sir A.- Nicholson), states that tho'Anglo-Russian convention does not contain a positive declaration respecting Britain's special interests in the Persian Gulf, but tho Government believe that tho quostion will not give rise to difficulr tics between tho two countries, hecauso Russia explicitly stated that during tho negotiations that she doos not deny Britain's special interests there. Sir Edward Grey adds: "Britain will continue to direct all her offorts towards preservation of tho status quo in tho Persian Gulf, and the maintenance of British trade." Ho oxplains tho omission to embody tho understanding in the convention by saying that the nrrangomont affecting Porsia is limited to parts of Persia bordoring on Britain's or Russia's territories.
