* Ox Thursday last, the 23rd ultimo, a Bi was passed by the Provincial Council, ii tituled “ An Ordinance for granting toll Municipal and Counties’ Corporatioi within the Province of Otago, Pro vine! License and Registration Fees as part i their ordinary Revenue.” The title oft! Bill explains its meaning, and it may pn bably be considered the result of tl Mayoral Conference lately held in Dm odin. We shall best inform our reads of its meaning and provisions by conden ing its contents. Clause 2 provides that on and after tl date of the coming into operation i this Ordinance, all licenses, whether umli the head of Auctioneers’, Licensing. Dt Nuisance, Licensed Carriages’, Hawker; Goat Nuisance, or Theatres’ Ordinance payable; by any person or persons residit I or carrying on business within the liini of any Municipality or County, shall 1 I payable to the collector of the Corporate i in which such person or prisons resiil : and the same shall form part of the ord | nary revenue of such Corporation. Clause 3 empowers “the Collector”! | sign and issue, on payment of the state tecs, all such licenses and certificates i may be required within the bounds of tl j Municipality or County; and provid | that the dues and fees payable “ by at | persons not residing within the limits < any Corporation shall be payable to tl Provincial Treasurer, and form part oftl | ordinary revenue of the Province as her I tofore,” ; Clause 4 provides that from the passii j of this Ordinance the formation, nianag meat, and maintenance of any main roa ! within the boundaries of any incorporate : borough or comity shall be undertaken 1) I such Corporation; and the costs amle: peases connected therewith shall be charge against the ordinary revenue oftl Corporation.” Clause G simply identifies the “ Provii cial Treasurer” with the “ Collector of tl Corporation.” It will be seen that this Bill forms part ot “the change” sought to be init ated,—its purpose being to put the fund of the various Municipalities in the hand of the members thereof for expenditure leaving loss work for the employes of tl Government to perform, and insuring consequent reduction in their staff. Thi purpose, we pr same, will meet with tl approbation of all ; but until the viol ; system comes into operation, it would I (premature to speculate on its working I | piecemeal.
