WATER SUPPLY ON GOLD-FIELDS.
THE GOVEItNMEXT PLAN 01* ASSISTANCE. Among the provisions of the Immigration and Public Works Act Amendment Act, 1871, is one authorising the Minister for Public Works to receive applications for advances of money to aid in the construction, extension, or improvement of works for the supply of water on gold-rields. We understand that regulations prescribing the form of such applications, and the manner in which they must be made, will shortly be gazetted, and we are enabled to give the following siimmary of them in advance :—-Persons desirous of obtaining 3iich advances must make written application to the Warden or official j agent of the district or Province in which the works are proposed to be constructed. The application nunc contain the names and descriptions of the applicants, and of the engineer and manager of the enterprise. It must also contain a general description of the intended works, their extent, the nature and extent of the ground to be supplied, and the maximum rate to be charged for the water, and must be accompanied by attested copies of the certificates of title to the water or i ground. Particulars must also be given of the estimated cost of the enterprise; the proposed capital; the interests, if any, affected by the diversion or storage of the water to be dealt with ; and the amount of money proposed to be borrowed, which must not exceed one-third of the estimated cost of the construction of the works. With the application must bo forwarded a receipt from the Receiver of Land Revenue of the district for 2| per cent, of the proposed loan. This deposit, minus the cost of inquiry, will be returned on the application being granted. Before the money is advanced, the projectors of the enterprise must give the Minister a Valid lien or mortgage, covering its amount, over the works to be constructed, —such lien or mortgage being prepared at the expense of the projectors, and registered in the Warden's Court of the district. No money will be advanced until the projectors of the works have registered themselves under the Mining Companies Limited Liability Act or Joint Stock Companies Act. The rate of interest charged will be 7 per cent., payable quarterly from the date of the advance ; and the capital must be repaid out of the profits of the enterprise in the same proportion as the amount of money advanced by the Government bears to the paid-up capital of the capital.— Daily Times, Jan. 11.
