Ten Pounds Refused for a Newspaper. The following is an extract of a letter from a passenger by the ' Tycho Brahe' steamer, which sailed from Liverpool for Shanghai July 15, dated Table Bay, Aug. H, 1.869; " We are now at anchor in Table Bay, off Cape Town. We have beaten the mailboat, which left Southampton five days before us, and I have a whole squad .of fellows copying my paper.
