The Emperor of Russia has informed the Congress in reference to Earl Beaconsfield's suggestion foi* a conditional acceptance of. arrangements agreed to by Russia, England, and Austria regarding Bulgaria, that the question may be amicably arranged, provided the administrative automony of South Bulgaria be secured, and no Turr kish troops be quartered therein.

Berlin, June 19. An active exchange of diplomatic comi munications regaining frosli proposals to facilitate the discussion is going on. The strictest secresy is observed regarding the proceedings oi the Congress. The recovery of the Emperor William is painful"and protracted. The Congress has not yet arrived at any decision on the question of the admission of Greece. Russia alone opposes. London, June 19. The Lancashire strike is over. St. Petersburg, June 19. Austria and England demand the immediate discontinuance of the Russian occupation of Bulgaria, and that after the final conclusion of peace Turkish garrisons shall occupy the Balkans. The Earl of Beaconsfield maintains that the continuance of the sittings of the Congress shall be conditional on Russia's withdrawal of her troops from Constantinople, whereupon the Russian plenipotentiaries have "appealed to the Czar.
