San Fkancisco, May 13. Many people along the coast are starv- . ing through incessant failure of crops. They are compelled to eat dogs. Hundreds are dying from scurvy. Russian officers are getting numerous in New York. It has been decided by the United States Circuit Court that Chinese are not eligible for American citizenship. The British Minister at Washington has a list of every Russian agent and every representative of the Irish element working in the Russian or Fenian interest. - The Russian Minister has removed- his residence from Washington, to New York,; in order to be in a more convenient position for rapid despatch of business in the event of war. ' • Herman Mudeler, suspected of setting fire to the house of a German in California, was taken from the custody of the constable by an armed mob, and literally riddled with bullets. A Chinaman sued the Sheriff of San Francisco for 10,000 dollars damages,'because he compelled him to submit to the prison regulation, cutting his hair: 1 within an inch of the scalp. He claims' that the : loss of his queue denationalised him, arid disgraced him in the eyes of himself and friends. The German steamer Ceinberg, of Hamburg, has been chartered by the Russian' Government. She is lying off Ellsworth,; Maine, and has aboard 40 Russian officers and 500 Russian Beamen.; The pbject:is. supposed to be to man privateers, which; are waiting about Maine until it is determined where to land them. Severalbf the Russian officers have been previously on the Pacific Coast, and 'India and China.
