The following special telegram is published by the Star : — London, June 3. It is officially stated that the Congress will meet on the 13th, and that Lord Odo Russell, our ambaasador at St. Petersburg, will represent England, along with the Premier and the Marquis of Salisbury. The Emperor of Germany remains quiet and feverless. The shots in his wrist remain, but those in his face have been removed.

London, June 4. The New Zealand loan was subscribed to the extent of nine millions at par. A semi-panic has occurred in Berlin between the police and the military, through measures taken to prevent a Socialist outbreak. Bismarck has arrived, and will probably convoke Parliament. The regency of the Crown Prince is rumoured. The condition of the Emperor is unchanged. The Singapore and Saigow cable has been interrupted, thus cutting off telegraph communication. with China. ...; ■.< -,
