(Beutcr's Special.) London, April 3. The situation is uncertain. The English Press has assumed a warlike tone and warmly applauds Lord Salisbury's circular. Austria has replied equally decisively. The Russian Press indicates that Russia is hesitating. Sir Charles Adderley has been raised to the Peerage. April 4. The Budget shows the expenditure to be £81,000,000, leaving an ordinary deficit" of £500,000, with the extraordinary deficit of £5,3000,000, whereof £2,000,000 will be left to next. The remaining deficit will be met by an increase of twopence on the income tax, fourpence on the tobacco tax, and half-a-crown on the dog tax. Official despatches show that Russia, in treating with Roumania, imperiously refused to discuss at the proposed Congress the question of Bessarabia. April 5. Consols 94f . Rates of discount and securities are unchanged. Adelaide wheat, 59s to 61s ; flour 40s to 445. The wool sales closed with 220,000 bales catalogued ; 37,000 bales are held over. Germany refuses to enter the European Peace Congress without England. April 6. The British Ambassador at St. Petersburg reports that if the cession of Bessarabia is resisted Russia will take steps to forcibly disarm the Roumanian army. April 7. The ironclad Triumph has reinforced the Pacific squadron, and thc Penelope tlie Mediterranean fleet. Tho panic on the Stock Exchange con tinues. The Bank reserve is 10^- millions. The stock markets arc recovering. Consols, 94;2-. Australian securities continue to be much depressed. . ■ ' Aprils. In the debate on the Queen's message for calling out the reserves, tlie Premier made a powerful speech. He said tremendous changes had occurred in the East, imperilling tho Empire. The Ministry trusted the justice of British demands would be admitted by Europe. Ho concluded with .a glowing eulogium on the greatness of the Empire. Sir Stafford Northcote's speech in the House of Commons was moderate and firm. There is no real opposition, and the Government is sure of a majority. It is expected at Berlin that Russia will yield everything. It depends on Austria. It is believed she adheres to England. In a debate in the Italian Chambers there was strong anti-Russian fooling. St. PETERSBinta, April 5. It is semi-ofiicially stated that England merely proffers objections, but if she made definite proposals, Russia would endeavour to make them the basis of an agreement. Prince Charles of Roumania has informed Prince Gortschakoff that the Roumanian army may be crushed but never disarmed. Constantinople, April 6. The Russian forces have received orders to embark at Bojulrclere. Singapore, April 8. The Turkish troops re-occupy Bojukdere. Russia is attempting to negotiate a loan. The Russian Press says that Russia's dignity forbids compliance with England's demands. (Special to Press Agency.) Telegrams from the Continent indicate that there are no signs of Russia yielding.
