\ CABLEGRAMS. o (From the Melbourhe Argus.) January 21. A. treaty of commerce and friendship has been concluded "between America and Samoa. A Berlin telegram states that a Samoan representative is there concluding a treaty with Germany. Colonel Steinberger is demanding £400,000 from the British Government. The following telegram has been received from the Agent-General ; — . ' London, Jan. 25.
The Government has given notice of their intention to risk asking for a supplementary vote for war contingencies. Two morning papers havp announced that Lords Derby and. Carnarvon have placed their resignations in Earl Beaconsfield's hands. I have inquired and believe the report to be true. It is said that terms of peace have been signed between the belligerents. The National Liberal Federation has invited all the associated bodies to bestir themselves for the prosecution of peace. (Special to Press Agency.) London, undated. Peace preliminaries were signed on Tuesday, Jan. 5, at the Russian -headquarters, but the Ministry it is believed will persist in a special war vote. A. portion of the French fleet has left Toulon for the Levant, There have been warlike demonstrations and rioting in Athens in consequence of the approach of peace without concessions to Greece. January 25. Sir Stafford Northcote will ask for a special vote for the army and navy, on the ground that Russia withholds the terms of peace. Lords Derby and Carnarvon have resigned. Admiral FTornby has been ordered to land marines and sailors for the defence of Gallipoli, and to hold ready six of the largest vessels for despatch to Malta, that place being the temporary garrison.
The Russian terms of peace are the independence of Servia, increased territory to Montenegro, a war indemnity of fifty millions, the Russians to hold Ratoum, Kars, and Erzeroum till the indemnity is paid, January 28. The Russians are still advancing- in the direction of Stamboul. Lord Derby has announced the withdrawal of his resignation. Sir Stafford Northcote moved for the war vote, stating- that he was unaware of the terms of peace, beyond the basis sketched out by Schouvaloff to Lord Derby These involved interests of preat magnitude. The occupation of Slamboul would seriously endanger the ■relations of England and Russia.
The Sultan has authorised the fleet to enter the Hellespont. Sir Stafford Northcote severe! y condemned the agitation as decrying the prestige and influence of England, and concluded by asking a vote both of credit and confidence* The debate was adjourned till Thursday. Sydney, Feb. 2. The Government have just received a message which states that Lords Derby and Carnarvon's resignation has caused great excitement. A war vote has been aslced for owing to the Ruesians^being within fifty miles of Gallipoli. (Renter's Special.) London, Jan. 22. The King of Spain has married his cousin Mercedes. There is great rejoicing. A new Ministry has been formed ia Greece. Owing to the spread of the Kaffir outbreak, another regiment leaves for the Cape. The Chinese captured Kishgar and forced Emia, and made their escape to Russian territory. The announcement of the suspension of hostilities in Bulgaria is premature. An insurrection has broken out in Macedonia. Sulieman Pasha has retired on Rhodope. Tn the House of Commons Sir Stafford Northcote stated that he w,-is ignorant of peace conditions having been proposed by the belligerents. The Servians captured Prestina on Jan. 21. Russian scouts who reached Keashan, fifty miles from Gallipoli, stated that the Sultan will retire to Bromesa on the Russians reaching Tchemedje.
Tbe lines of defence are entrusted to Snliernan, whose army is expected to db embark at Gallipoli.. An International Committee is formed to assist the refugees who are flocking" into Constantinople. Seventy members of the House of Commons have written to request Lord Northcote to take action. Sir Stafford Northcote replied that the Government would require to ask for war supplies if things did not alter.
