London, May 23. The Russians have captured Ardahan. The Roumanian Chamber has declared war against Turkey, and seeks to secure the entire independence of the Principality. The British Mediterranean squadron is at Port Piraeus. May 24. Disastrous floods in Roumania have carried away bridges, railways, and other works. The Turkish ironclads are bombarding tho Caucasian towns on the coast of the Black Sea. The Emperor Alexander proceeds to the head-quarters at Ploj'esti. On his arrival it is expected active operations on the Danube will commence. Warlike preparations are going on in Servia, notwithstanding the dissuasion of Russia. The intervention of Austria will probably be provoked should Servia move. May 26. Bismarck, after a short leave of absence, returned to Berlin. He has had a conference with the Emperor. A German official jourrial is assured of the friendly tone towards the new French Ministry. Diplomatic relations between Germany and Itlay are very intimate. I The Softas are making a demonstration at Constantinople, demanding ministerial modifications. _ Constantinople is placed in a state of siege. 1 The Russian troops in Roumania are moving westward towards Servia. Eighty-five thousand troops arc concentrated in upper and middle portion of | Roumania. The Danube is still, ancl probably will be, impassable until the middle of June owing to the recent heavy rains. The San Francisco mails were delivered on Monday. The money market is calm, and the position of the Bank of England stronger. Stocks are recovering, consols having reached 95. Colonial debentures high. j A hundred thousand bales of wool were offered at late sales. Seven thousand bales were withdrawn, as the recent advance was partially lost owing to Aveaker competition amongst the French buyers. The greatest decline is in scoured and half-bred parcels. Lambs' commands extreme rates. Wheat is dull and declining ; New Zealand, 64s to 68s. Flour, 40s to 435. Late Indian papers brought by the Suez mail state that Colonel "Valentine Baker is on the staff of the Turkish Com-mander-in-chief on the Danube. Turkey has called upon Roumania to act with the Porte. The question was referred by Prince Charles to the Roumanian Chamber of Deputies, who replied, the Roumanian Government having unsuccessfully endeavoured to induce the Porte and other Great Powers to recognise the neutrality of the Roumanian Convention entered into with Russia. The Sultan issued an address to the Turkish army, saying he will defend the independence and integrity of the Empire to the uttermost if necessary, and will himself take the sacred banner and lead his army. The Khedive, complying with the request of the Porte, promised to send an Egyptian contingent, tinder the command of Prince Hussein Pasha, his third son, to assist Turkey, but cannot aid with revenue which he has pledged to foreign bondholders. A large number of Egyptian troops are already on the Danube. May 27. The Russian troops are making a rapid march upon Erzeroum. The vanguard of the Trans-Cancasian army is at Olti. The left wing is advancing on Diarbekar, and the centre or main body is bombarding the outworks of Kars.
