The terms of a treaty of peace have been arranged between Servia and Turkey, the basis being the status quo ante bellum and the evacuation of Servia in twelve days. The Servian House of Representatives have ratified the treaty. Prince Milan receives a new firman. Montenegro is still treating, and the armistice will be prolonged to the 20th March.

The rumour that the crossing of the Pruth by Russian forces was imminent is denied at St. Petersburg, The future movements of Russia will depend upon the replies received from the other Powers to the Russian circular. Respecting the result of the Stamboul Conference, the Times telegram reporting the intended demobilisation of the Russian army is incorrect. The Powers still delay replying to the Russian circular, and are unwilling to agree to joint action or to countenance isolated action by Russia. The Croatians refuse to send deputies to the Turkish Parliament.

General Hayes is returned by Oregon, and receives the South Carolina vote. The San Francisco mails have arrived at Oookhaven.

The Pacific Steam Navigation Company intend despatching steamers, via the^Cape, to Australia.
