Received Thursday 7 p.m. * WASHINGTON, Dec. 21. A substantiallv coinplete agreement has been reached on the types of arms the United Stafes will send to her North Atlantic Pact allies, said the Secretary of State, Mr Acheson, today. He added that some differences still remained as, to the wording of the agreements which will govern the uses of the weapons. Mr Acheson said lie cxpccted the North Atlantic Council to meet early in January to approve a statemeut of defence strategy. Under United Stat.es legislation, the arms programme cannot begin until agreements coyering Jlie use of the weapons have been completcd and a statement of grand strategy approved.
