Devices Used To Evade Stabilisation
WELLINGTON, Dec. 19. Bome- Jgf. the wgys iri which actual wagjes had' been btiilt up'*beyond minimum award rates wei-e mentioned by the advoeate for the Publip Serviee Assoeiation (Mr J. P. Lewin) in supiport of an applicatipn to the Government Serviee Tribunal today for the removaf of certain deductions from the effect of the Oonrt-bf Arbitration 's latest standard wage pronouncgment as applied to the Public Serviee by the Tribunal. Mr Lewin said that the devices used to avoid stabilisation included: ' The dilution of skilled labour classes by the -employment of workers lacking the f ull t'raining or skill normally required. The designation of workers as performing tasks which they do not in tane perform. The crediting of hours not in- fact worked. The payment of allowances "(sueh as travelling allowances, dirty work allowances) where these are not in fact earned. The payment of bonuses for ' ' attendance " and ostensibly for "produe-.' tion. " Provision of amenities at the expense of the employer. Payment for expenses not disbursed. Use of- 'motor-cars. " The -relugtanee of employers to supply data, in view of the fact that breaches •of stabilisation would be revealed, and that practices offieially considered- by their fellow-employers to be ' nnfair ' would be revealed, " was given by Mr Lewin as one of the reasons wtiy the Tribunal could not apply the- "partieular" approaeh to the presenl applieation on . behalf oi the great *diversity of public servants. In some cases there were no comparabie classes in -general industrv.
