Hopeless Deadlock In Kashmir Dispute

Received Tuesday, 7 p.m. NEW YORK, Dec. 12. United Nations' Kashmir OolhmSSeion, after a year of attempting to solve the Kashmir problem, today reported failure and suggested the appointment of one person as mediator. The commission, in a report to the Security Councii, disclosed that . three main issues have ereated a deadlock between India and Pakistan.
