The Presidential decree gave the military eourts broad powers to investigate case.s of subversive aetivity against the state of siege and to try offences against public seeurity. The Liberal majority in the Colombian Congress lield a secret meeting yesterday after which it was announced that the President 's order dissolviag the legislature would be defied. The atatement said: "Congress will continue in the exercise of its parliamentary ftinctions and will assume all powers given it by the constitution. It can be atopped only by force." The Press had been placed under strict censorship, A report from Caracas, Venezuela, said Colombia had closed her border with Venezuela- — a favourite escape loute for political refugees from Colombia.
