A- warning of the risk of ^er*many- arming to the hiit if left out of the comity of European nations was given today by Lord Templewood, formerly Sir Samuel Hoare and wartime British Ambassador to Spain, when he opened the debate on British and Western Union defence in. the, House of Lords. 1 He said that between the last two wars sufiicient action was not taken to resolve the conflict between the French demahds for security and the German demands for equality of status. As a result Germany had gone outside the j comity of Western Europe and created a great air force of its own, Lord Templewood added.. I If Germany was to join the Western Union it was essentiai to reassure France that Anglo-American I strength was so great — particularly in the air — that the risks of aggression from Germany or Russia had been reduced to a minimum. Opposing the view put forward by Lord Templewood, Lord Balfour said that many people had misgivings on the risk of a policy of j bringing Germany into the Westjern Union and offsetting that by ' satisfying France's need for security. "Many of us would hesitate to support a policy . which gives Germany a third opportunity of menacing the world," he said.
