German Representation In Western Capitals
LONDON, Nov. 8. Germany, in addition to joining the European Assembly, may be ailowed as a result of the Foreign Ministers' talks starting in Paris on November 9 to have commercial and consular representatives in Western capitals, according to the Daily Mail's Paris correspondent. The idea, he says, has already been accepted in principle as one of a number of steps towards bringing Germany more closely into European cooperation. Other steps will probably include the ending of the disinantling of German factories. The correspondent points out that at present there is technically a state of war between Germany and the Allies and it is suggested that something might be done to "mitigate" this state of affairs pending the signing of a peace treaty. This has already been done in the case of Austria and it is felt the time has come to "begin to clear away the barriers" between Germany and the free world. But neither these nor any other coneessions will be granted until the West German Federal Govemment has given the clearest possible guarantees, the correspondent adds.
