Received Sunday, 8.55 p.m. MANILA, Nov. 6. • Mounting deaths and damage are reported as ,the result of last Monday 's typhoon and the floods that followed in the Philippines. Reports from the Negros oceidental province alone said 500 persons were drowned by floods in the town of Kabankalan alone. The ehairman of the Philippines Red Cross, Manuel Lim, in a cable to the International Red Cross appealing for help, stated that 192 persons were known to be dead and 452 missing and presumed dead. Incomplete estimates placed the damage at 50,000,000 dollars. The typhoon and floods affected eight provinees paralysing transportation and communications. No word has been received from many areas which are still isolated. Incomplete reports indicate that about 450,000 people have been made destitute.
