, Received Friday 8.50 p.m. NEW YORK, Nov. 3. Fresident Truman today strongly attacked the groups opposing his policies, and laid down a ten-point programme for the American people 's welfare. Speajsihg at St. Paul on the 100th anniversary of the creation of Minnesota as a territory of the United States, President Truman said the reactionaries held that Government policies should be designed for the special heneflt of small groups of people who occupied positions of wealth and influence. It was the oGvernment's ohligation under the Constitution to promote the general welfare of all the people, not just the privileged few. President Truman ;s ten point programme was: Firstly: Farmers like businessmen ! should receive a fair price for the products they sold. Seeondly: Workers were entitled to good wages and equality of bargaining power with their employers. i Thirdly: Small business and co-op-eratives should have a fair opportunitv to achieve success and should not be smothered by monopolies. Fourthly: The great natural resourees should be protected and developed for the benefit of all people and not exploited for private greed. Fifthly: Old people and the disabled should have an assured ineome to keep , them from being dependent on charity. j Sixthly : Families should have pro- 1 iteetion against loss of ineome resulting' from aeei'dent, illness and unemplovment. I Seventhly: Citizens should have rte- ' 'cent housiug at prices they could afford. j Eighthlv: Edueational opportunities should be assured for all .voung people so that they might be enlightened eitizenry. 1 Ninthly: There should be better health and medical care for evervone. j Tenthly: All Americans were entitled to equal rights and equal opportunities under the law, and to equal participation in American national life free .from fear of discrimination. j "These are the policies that spell jprogress for all our people. They are ' the best assurance of prosperity for e very, one, including the very people who i.attaek them most bitterly. These policies mean more demoeracy in this eountry and not less. They are our staunch shield against Communism and every other form of totalitarianism. They are the meansc. whereby we will achieve that better world we are seeking. " ,
