Received Friday, 9.55 p.m., NEW YORK, Nov. 3. A Peace Treaty with Japan and recognition of Communist China would probably be included in the agenda for the meeting of the British, French- and United States Foreign Secretaries, said. the. New York Times in an article by its Washington correspondent, James Reston. A State Department official said today that Mr Bevin M. Schumann and Mr. Dean Acheson were discussing the possibility of an early meeting in Paris. Mr. Reston said the Foreign Secretaries would meet there probably on Wednesday and Thursday. He added that the meeting was proposed by Mr. Bevin who originally suggested the conference on Germany. f "But no policy has yet been devised that has ever prevented ^ the three Foreign Ministers from freewheeling over much larger areas of the world when they get together."

The United States would, however, rather not take such aetion at this time, mainly beeause the Chinese Communists have not met the tests for recognition and beeause there are powerful forees in the United States supporting the Chinese Nationalists. Offieials in Washington saw little ehanee of the three Foreign Secretaries being able to agree about China. " if the three Goveri'ments cannot agree on when to recognise the Communist Government -this will rriake their deliberations on proeeeding with the Japanese Treaty all the more diffieult, for China must be in on any dajanese Peace Treaty conference or the Peace. Treaty will probably have to be postponed."

State Department was that the following questions on Germany would be discussed: Firstly: Devclopments since the I'qrmation of the West German Federal Republic and the Com-rnunist-dominated East German Republic. Seeondly: The West German Government 's proposed entrance into the Council of Europe, the Tnternational Wheat Agreement, the International Bank for Reconstruction, and the International Monetary Fund (together with taetics for kecping the East German Democratic Republic out of these and other international agencies). Thirdly: The West German Government's desire to end the dismantling of German factories and the Western Allies' desire to see West Germans accept the rights and responsibilities offered them under the terms of the international authority for the Ruhr. Fourthly: Germany 's export competition with WTestern countries.
