Vyshinsky's Courtesy Call Rouses Speculation
Received Tuesdav S.25 p.m. NEW VORK, Nov 1. Diplomats at United Nations headquarters believe Mr Vyshinsky wishes to discuss the problems of the German , and Austrian peace' treaties during his projec.ted "courtesy" visit to Air Dean ' Acheson on November 7. The diplomats regord Air Vyshinsky G visit, which is unpreeedented in Soviet diplomacy, as being intimately eonnect- , ed with the major problems still divid- j ing the American and Russian Foreign Alinisters. I The major difference of opinion about the Austrian settlement centres around the oil-producing areas in Austria and ! the i'ormer German assets in that country. The political situation in Germany has now reac.hed a point where only some kind of higli level agreement can break the deadlock. Some observers believe Air Vyshinsky may want to discuss with Mr Acheson such questions as Yugoslavia, atomic energy and China, but those who have made a closer analysis of the political iinplications involvTed in these problems diseount them as subjects of possible Soviet--American negotiations. Britain, the Soviet Fnionj the United States, France and China have agreed to consult each other privately before any importaut decisions are taken in the Hecurity Council. The Big Five de cision was contained in an announeement by the chairman of the Security Council (Air Warren Austin). Tt said the agreement was ainied at reducing the nuniber of vetoes.
