Received Sunday, 7 p.m. NEW YORK, Oct. 15. Britain today accused Russia of "genocidial terror" in Esthonia, Latvia and Lithuania. The allegation was made by the British delegate, Mrs. Barhara Castle, who also accused Russia of forcing the migration of 1,500,000 inhahitants of several small Soviet republics. Genocide is the crhne of mass destruction for racial, religious or political reasons. Mrs. Castle made ner ciiarge before the General Assembly's social committee which is debating the issue of forced labour. A convention on crime punishment is before member Governments of XJnited Nations, for ratification. Mrs. Castle charged that Russia had broken and dispersed Gommunities in the north Caucasus and Crimea, numbering 1,500,000 and added: "While these old Mohammedan nations have been subjected to forced labour and inhuman treatment, genocidal terror has also been launched against the ancient European people of Esthonia, Latvia and Lithuania. Few people have grasped the extent of mass migration from Baltic States for the forced lahour colonies of the j Soviet Union."
