Eeceived Satnrda-, 12.15 a.m. KEW YOEK, Sept. 30. Nearly all the nation 's steel mills were cooling down today as the industry got ready for the strike of 500,000 workers at midnight tonight. The Federal Government is prepared to make its principal peace bid at a meeting of representatives of the management and the C.I.O. Steelworkers' Union this morning. The Government mediators were pinning their hopes on the possibility that they coulcl evolve a "face-saving formula" that would overcome the impasse. The Portsmouth Steel Corporation has agreed to pay ten cents an hour to provide pensions and social insuranee for its 4000 employees without any contribution on their part, but the United States Steel Corporation and other big steel companies, rcpresenting more than 75 per cent of the industry, gave no *sign of vielcling on their stipulation that dte employees contribute to the proposed pension fund.
