PENALTIES AND REFEREES.
BLENHEIM, Sept. 6. Commenting in an interview tonight m tlie controversv regarding penalties, Mr. S. S. Dean, former well-known New Zealand Rugby administrator, said it was apparent that the method of assessng points was in need of overhaul. It \vas certain, said Mr. Dean, Jiat the interpretatiogi of the rules by referees in South Africa had confused ihe All Blacks. " lt is not my desire to criticise referees in any way," he said, "but this controversy does cause thought to .ie given to the suggestion that in international matches, a neutral referee .diould be appointed. " Mr. Dean also said that if the game >vere to survive it would seem that tfle serum formation would have to be con sidered with a view to alteration. He recalled that when New Zealand dispensed with the wing forward in 1932. it had been done with the idea oi making the game uniform througliout tlie world. Aetually, however, the wing forward had been replaced by wingmg forwards and the latest title of the obstruetioiiist was now No. 8.
