The United States Def'enee-Secretary, Mr. Louis Johnson, today accused Russia of plotting against her wartime Allies from the moment the war ended, Mr. Johnson said that Russian post-war policy paralleled Japan's immedi^tely after the first World War, but the United States was grimly determined that history should not repe-at itself.
"At the very moment of the Armistice on November 11, 1918, when the guns were stilled on the Western Front. our wartime . ally Japan was already plotting aggression. Into every political vacuum in the Far East— in Siberia; Manchuria and China — she proceeded to pour military forces, She flooded the East with anti-Western propaganda. We did nothing to stop her. Not only had we fallen asleep, but we seemed to have left orders not to be disturbed " Mr. Johnson described the speedy demobilisation of the United States after the second world war and continued: "The parallel with the end of the 'first World War continues. From that very moment on VJ Day our wartime ally Russia was already on the move with her own plans. Into the military void among the peoples of her borders
she pushed in her own troops. Into every poljtical vacuum anywflere in the world she boan to peur in her vicious propaganda against her erstwhile Allies. "But the parallel between the two postr-war- eras suddenly stops. We may have been dozing all right, but we have not yet fallen completely asleep. We have caught ourselves in time. Now we are fully awake. and already we have gone a long way to correct the mistakes of our demobilisation stampede." Mr. Johnson said that the only way to have peace was to _ be strongly ' prepared. The United States was not alone i-n the quest for peace. She had allies in the two World Wars who had held the line until she got ready and the Atlantic Pact was a guard against the suddenness of future possible aggression.
